What zoning means in Ulen
Ulen uses zoning to protect the character, safety, and long‑term value of our neighborhood. All homes in Ulen are zoned as Single‑Family Residential (SFR), which means only owner‑occupied single‑family homes and their typical accessory structures are permitted.

Do you need a permit?
- Most projects that change the structure, footprint, or electrical service of your home require a permit through the Boone County Area Plan Commission (APC). You will likely need a permit for: - New homes or additions - Garages, sheds, pergolas, or other accessory structures - Decks or porches - Fences - Swimming pools or hot tubs - Electrical service upgrades - Structural remodeling or basement finishing - Fire damage repair
- You typically do not need a permit for: - Painting, flooring, cabinets, or other cosmetic updates - Minor repairs that don’t change structure or footprint
- If you’re unsure, the APC can confirm whether your project requires a permit.
Before you apply: a quick checklist
- You don’t need to gather everything yet — just make sure you know the basics: - Your parcel number (find it on Boone County GIS) - Your lot dimensions and where your property lines are - Whether your project will change the footprint, height, or location of a structure - Whether you’ll need a contractor or surveyor
- This helps you understand what the application will ask for and prevents surprises later.
How the permit process works
- Step 1 — Download the Application Packet (see the link below) The packet includes the official checklist and instructions for your project type. Step 2 — Prepare Your Materials Depending on your project, you may need a site plan, construction drawings, or other documents. The application packet tells you exactly what to include. Step 3 — Submit Your Application Submit by completing the submission form online (fastest), in person, or by mail to the Ulen Town Council. Step 4 — Review Period The Town Council will review and forward your application to the Boone County Area Plan Commission. Allow up to 10 business days for review. You’ll receive notice of approval, approval with conditions, or denial. Step 5 — Inspections If required, inspections are scheduled through the APC. Step 6 — Begin Work You may start construction only after your permit is approved.
After you apply
- You’ll receive written notice of the decision - Approved permits may include conditions
- Fees will need to be paid when you pick up your permits
- Work must begin within 90 days
- A final inspection may be required before occupancy
- If the APC needs more information, they’ll contact you directly.
If your permit is denied or you need a variance
- If your project can’t meet a zoning standard—such as a setback—or if you disagree with an administrative decision, you may request a hearing before the Ulen Board of Zoning Appeals (BZA). You may file for: - A variance (relief from a zoning standard) - An appeal of an administrative decision
